Since March 2022, Spain has been granting temporary protection status (protección temporal) to Ukrainian citizens. This status is valid until March 2026 and allows individuals to reside legally, work, and access social support services within the country.

Who is Eligible for Temporary Protection?

The following categories of individuals are eligible for temporary protection:

  • Ukrainian citizens who were residing in Ukraine before February 24, 2022, and their family members.
  • Stateless persons and third-country nationals who had international protection in Ukraine before February 24, 2022.
  • Ukrainian citizens who were in Spain before February 24, 2022, and are unable to return to Ukraine.
  • Third-country nationals and stateless persons who had a valid residence permit in Ukraine but cannot safely return to their country of origin.

Where Can You Apply for Temporary Protection?

The application for temporary protection can be submitted at the following locations:

  • Reception, Assistance, and Coordination Centers (CREADE) in Madrid, Barcelona, Málaga, and Alicante.
  • National Police stations based on the place of residence.

Temporary Protection Application Procedure

  1. Gathering Required Documents:
    • Biometric passport (if available).
    • Birth certificate (if applying with a child).
    • Proof of residence in Spain (if applicable).
  2. Scheduling an Appointment: Contact the nearest CREADE center or National Police station to book an appointment.
  3. Submitting the Application: On the appointment date, applicants must complete the necessary forms, provide biometric data (fingerprints), and submit supporting documents. Upon verification, a Foreign Identification Number (NIE) will be issued, which is required for obtaining a TIE card.

How to Obtain a Resident Card (TIE)?

Once temporary protection status is granted, applicants must apply for a Foreigner Identity Card (TIE – Tarjeta de Identidad de Extranjero), which serves as proof of legal residence.

  1. Required Documents:
    • Completed EX-17 application form.
    • One color passport-size photo (32×26 mm).
    • Proof of payment of government fee (Tasa Modelo 790 Código 012).
    • Original and copy of the passport.
    • Document confirming the temporary protection status.
    • Birth certificate (for minors).
  2. Booking an Appointment with the Police: Applicants must schedule an appointment at the National Police station to submit their TIE application.
  3. Submitting the Application: On the scheduled date, applicants must visit the police station, provide biometric data (fingerprints), and receive a submission receipt (resguardo).
  4. Collecting the TIE Card: The TIE card is typically issued within 30 to 40 days. To collect it, applicants must revisit the police station with the resguardo and an identification document.
